Request for Proposals

GrantVantage (Grant Application Portal) will be down for maintenance between 5:00 PM on Friday, October 10, 2025 and 8:00 AM on Monday, October 13, 2025. You will not be able to log into your account or access applications during that time. Please contact energy.contracts@state.mn.us with any questions.

A Request for Proposals (RFP) from the Minnesota Department of Commerce is a formal invitation to potential contractors or grantees to submit a proposal that responds to the need identified in the RFP.

Note: Any amendments to a RFP will be sent to the email address you submit here. If the email address you submit is invalid, you will not receive amendments, updates, or other information. If no RFPs appear on this page, potential contractors can also look for contracting opportunities in the State Register, the Department of Administration and the Office of Grants Management websites.

To sign up for RFP announcements offered by the Minnesota Department of Commerce, please  sign up for the Request for Proposals newsletter.

Minnesota's Commitment to Diversity and Inclusion

The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.

To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-296-2600.
