      Mission

      The Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design regulates the professions and enforces the statutes and rules in order to protect the health, safety and welfare of the public.

      We ensure that individuals meet the education, examination and experience standards for licensure or certification, and maintain their records in good standing.

      We take disciplinary action against those who violate the statutes, rules and standards governing the practice of the professions.

      Values

      Integrity: The Board demonstrates integrity. It is ethical, honest and open to opinions and differing perspectives as it reaches decisions.

      Objectivity: The Board is objective. Its actions are consistent and non-discriminatory. It enforces its governing statutes and rules in a fair and equitable manner.

      Accountability: The Board is accountable to the general public and to those it licenses and certifies.

      Progressiveness: The Board is evolutionary and progressive. It adapts as required to meet changing needs. It is reflective; it listens well.

      Strategic initiatives

      • Leverage education, outreach, and technology to improve the path to and through licensure and certifications.
      • Increase understanding and use of the enforcement program by licensees and the public.
      • Increase Board proactivity and preparedness through education, technology, and diversity efforts.

      Structure

      The Board uses the following system of Sections and Committees in carrying out its mission. 

      Sections

      The Board uses two Sections to keep discussions focused and productive before topics come to the full Board for action. Any motions made in a Section meeting are recommendations to be voted on by the full Board. 

      • ALACID Section (Architect, Landscape Architect, Certified Interior Designer)
        This section provides Board members an opportunity for in-depth discussion on issues specific to the fields of architecture, landscape architecture, and certified interior design. The section then summarizes its discussion and proposes any motions to the full Board.
      • ELSGEO Section (Engineering, Land Surveying, and Geoscience)
        Likewise, this section allows Board members a chance to discuss issues relevant to engineering, land surveying, geology, and soil science. The section then summarizes its discussion and proposes any motions to the full Board. 

      Committees

      Items acted on in Committee and Section meetings must come to the full Board for approval; all motions are recommendations to be voted on by the full Board.

      Complaint Committee: reviews enforcement issues resulting from complaints (e.g., unlicensed practice, holding out as a licensed or certified design professional, code of conduct violations, negligence); makes recommendations to full Board for possible disciplinary sanctions.

      Credentialing Committee: acts on examination, licensing, and certification issues and recommends related rules, policy, and procedure changes; oversees continuing education procedures including audits; coordinates outreach efforts of the Board.

      Rules Committee: acts on issues involving Minnesota Statutes and Minnesota Rules, including any updating or “housekeeping” changes that are necessary, statute changes that are needed to clarify the intent and limits of the law, and rules packages that must be generated to further explain statutes. 

    • Meetings

      Meeting Location and Times

      Unless noted, Committee, Section, and Board meetings are conducted in Suite 295 of the Golden Rule Building, located at 85 E. 7th Place, Saint Paul, MN 55101. Any meetings conducted remotely under Chapter 13D.015 will be noted below; a Board member will be present at the meeting location for the duration of the meeting, and the public will be able to participate. All meetings (except for Complaint Committee) are open to the public. Please note that any Special Meetings are limited to the stated agenda items only.

      Executive Committee meets from 8:15 to 8:45 AM.

      ALACID and ELSGEO Sections meet from 9:00 to 10:00 and 10:00 to 11:00 AM on an alternating basis (i.e. ALACID from 9:00-10:00 and ELSGEO from 10:00-11:00 one meeting, and then ELSGEO from 9:00-10:00 and ALACID from 10:00-11:00 the next meeting).

      The full Board meets from 11:00 AM until the end of business is concluded.

      Credentialing and Rules Committees meet on an as-needed basis, usually 3-4 times per year, often in the months when the full Board does not meet. Check back here for updated schedules.

    • Apply to Serve

      Serving on the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID) is a public service role. Board members are appointed by the Governor to four-year terms (maximum two terms) and must be Minnesota residents for the full duration of their appointment.

      Application Process

      • Visit the Minnesota Secretary of State’s Boards & Commissions website for the AELSLAGID Board to view any Open Positions and learn more about each by clicking on the position title (i.e. Licensed Engineer).
      • Positions with terms ending in January are usually posted as Open the preceding November. (Positions that are open due to a resignation are posted throughout the year – check back often to see if there are any vacancies.) The “21-day Minimum Guarantee” date is the deadline for submitting an application.
      • Submit an application by clicking the green Apply button next to the position. You will be asked to create an account and profile if you have not already done so. Edit the profile and answer the questions specific to the position you are applying for. You may also upload a cover letter, resume, and other supporting documents.
      • NOTE: Applications expire after one year. If a seat remains open or opens again after your application expires, you will need to reapply if you’re still interested.
      • Applications are received by the Secretary of State’s office, and appointments are made through the Governor’s office. Questions regarding the application and appointment process should be directed to them.

      Who Can Serve + Board Makeup

      • Board authority and duties: The Board’s structure and responsibilities are defined in Minnesota statutes (including MN Statutes 326.04–326.07) and broader licensing-board statutes (MN Statutes 214).
      • Professional member seats (licensed/certified roles): By statute, the Board includes licensed or certified professionals across the regulated fields (architects, engineers, landscape architects, land surveyors, geoscientists, and certified interior designers).
      • Updated professional-member experience requirement: Statutory changes effective July 1, 2025, require professional members to have at least five years engaged in practice and at least two years in responsible charge of work requiring licensure or certification in their field.
      • Public member seats (community perspective): The Board also includes five public members. Public members cannot be (and cannot have been) part of the regulated professions, a spouse of such a person, or someone with a material financial interest tied to those services.

      While the Board conforms to statutes, rules, and laws affecting all state institutions, there are statutes and rules that specifically direct Board operations and licensee or certificate holder oversight.

      About the Request for Comments Stage in Rulemaking

      The “Request for Comments” stage of the rulemaking process is the very beginning of the formal rulemaking process in which the Board solicits comments from the public on issues coming before various national councils and in discussion at the state level (including local professional societies) related to the professions regulated by the Board.

      At this stage in the process, draft rules may not yet exist. That is the case, as of February 2026, for this current package. See the "What Are Rules" section below for more on the rulemaking process.

      Current Projects

      Rules Governing Architects, Professional Engineers, Land Surveyors, Landscape Architects, Geoscientists, and Certified Interior Designers Licensure/Certification Requirements; and Housekeeping Updates. Minnesota Rules, Chapter 1800 (R04898)

      The Board requests comments on possible amendments to the rules governing architects, professional engineers, land surveyors, landscape architects, geoscientists, and certified interior designers licensure/certification requirements, and housekeeping items. The Board published an updated request for comments on February 2, 2026.

      The Board is considering rule amendments to:

      • Allow for direct registration for both the Fundamentals of Engineering and Principles and Practice of Engineering examinations, with individuals applying to the Board for licensure after completion of the education, examination, and experience requirements;
      • Allow for direct registration for the land surveying examinations taken through the National Council of Examiners for Engineering and Surveying (NCEES);
      • Modify the professional examination requirements for licensure as a land surveyor to reflect changes by NCEES to the exam structure and content;
      • Allow for direct registration for the professional geoscience examinations, with individuals applying to the Board for licensure after completion of the education, examination, and experience requirements;
      • Allow for comity/reciprocal applicants across all professions who do not meet the order in which licensure requirements were obtained to continue the licensure process; and
      • Make housekeeping modifications.

      The Board published in the November 27, 2023, issue of the State Register Adopted Permanent Rules, Minnesota Rules, Chapter 1800

      The rules became effective December 4, 2023.

      The adopted rules:

      • clarify the education evaluation process for foreign degrees;
      • allow direct registration for the Fundamentals of Soil Science exam;
      • modify the education and experience requirements for landscape architects to provide more paths to licensure;
      • update and clarify the general description of information required for applications to the Board;
      • clarify the certification statements to which applicants must agree when applying for licensure/certification or renewing or reinstating a license/certificate;
      • clarify the validity of applications and application expiration; and
      • update definitions.

      They include housekeeping updates, such as repealing obsolete rules and plain language changes.

      An administrative rule is a general statement adopted by an agency or board to make the law it enforces or administers more specific or to govern the agency's organization or procedure.

      An agency or board may adopt a rule only after the legislature has enacted a law granting this authority to the agency. An agency rule adopted under the rulemaking provisions of Minnesota Statutes, Chapter 14, has the force and effect of law. Rulemaking in Minnesota: A Guide explains each step of the rulemaking process in Minnesota.

      Administrative rulemaking follows a very specific and transparent process, which the Rulemaking Progress Chart outlines.

    • Public Outreach

      Public Outreach

       In addition to its roles in regulation, licensure, and enforcement, the Board also has a public outreach function.

      • Board members speak to college students about the professions and the benefits of choosing them as a career path.
      • They explain the path to licensure for those further along in their education.
      • They speak to the public regarding the public service and protection role of licensure.
      • They also speak with licensees and others in related professions about proper practice as defined by Minnesota statutes and rules, and they answer questions regarding the complaint process.

      Requesting a Board member to speak to your college students or professional organization is as simple as emailing the Board with the requested information (see below).

      • Topic requested (if specific to a profession, list the profession)
      • Name of your organization and your contact information
      • Audience makeup (students? professionals? the public?) and estimated size
      • Name and date of the event (or date range if no specific date is required)
      • Location of the presentation
      • Time of the event (including how much time is set aside for the presentation and Q&A)

      The Board will do its best to fulfill all such requests, based on availability of staff and/or Board members.
