Affirmative Action

Minnesota Statute 43A.19 and 43A.191 govern the state agencies affirmative action program. Minnesota Management & Budget oversees the statewide affirmative action program.

The Equal Opportunity, Diversity & Inclusion (EODI) Team provides leadership and assistance in developing and implementing the affirmative action program.

Responsibilities in this area include:
  • Consultation, technical support, and training for State of Minnesota staff
  • Approve affirmative action plans (AAP) and monitor progress for state agencies
  • Advise the Commissioner of Minnesota Management & Budget on legislative policy initiatives and report to the legislature on affirmative action progress

AAP Information

Monitoring the Hiring Process

The completion of the Monitoring the Hiring Process (MHP) form is for your agency's internal record keeping. The MHP form does not need to be sent to MMB. Agencies will compile information from the MHP forms for their Quarterly Report. The Quarterly Report is then submitted to MMB.

    The MHP Form Decision Tree is a helpful tool to aid in the decision process to determine if an appointment is affirmative or non-affirmative; and in non-affirmative hiring, if the appointment was justified or non-justified.

  • MHP Quarterly Report Overview

    Agencies and MnSCU’s colleges, universities, and system office with more than 25 employees must submit a Quarterly Report to MMB of the efforts to meet affirmative action goals and the resulting progress. This report is completed for all hires for which there is a disparity. Please submit the form even if your agency, college, university, or system office did not have any hires for the reporting period.

    Quarterly Reports are due the 3rd Friday following the close of the reporting period. A Reporting period ends the last business day of March, June, September, and December (Administrative Rule 3905.0700 subpart 1).

    The hires are divided into the following:
    • Affirmative appointments
    • Non-affirmative appointments
    • Justified appointments
    • Non-justified appointments (missed opportunities)
  • MHP Quarterly Report Instructions

    Please submit the MHP Quarterly Report even if your agency, college, university, or system office did not have any hires for the current reporting period. To access the reporting form, go to the Monitoring the Hiring Process Quarterly Report Submission Page.

    • Print a blank paper copy of online Quarterly Report form. Do not use this version for final reporting, but instead it should be used to document your answers prior to completing the online version of the quarterly report.
    • Conduct your analysis and tabulations from the MHP form. Use this information to complete the fields on the paper copy Quarterly Report form.
    • Check your totals for accuracy before submitting.
    • Open the online Quarterly Report and input the data via your computer. You must complete the entire survey at one time. You will not be able to save the information and come back at a later time to complete.
    • Once you have completed the Quarterly Report online, print a paper copy of the report for your own records prior to submitting.

    To move through the report form, use the tab key, arrow keys or mouse. Do NOT use the Enter key. If you press the Enter key before completing the survey, use the browser back arrow on the submit screen to return to the report.
