In April 2023, the Professional Educator Licensing and Standards Board (PELSB) adopted changes to the Standards of Effective Practice (SEPs). The SEPs are the standards of the teaching profession. The Board engaged in a 4-year process to revise these to ensure Minnesota’s teachers are prepared to meet the needs of all E-12 students.
To support consistency of understanding of the 2023 Standards of Effective Practice (SEPs) and reporting requirements, PELSB has established this SEP Guidance Document. PELSB will continue to update this document as more patterns emerge and to respond to additional questions.
Additionally, a SEP Workgroup, composed of two representatives from MN State, U of M, private colleges, and alternative preparation providers, developed a SEP Rubric for the purpose of establishing consistency and transparency in the program evaluation process. The rubric does not change the standards and never adds requirements but directs the review process. Programs are responsible for teaching and assessing the standards as written.

In summer 2023, with newly adopted Standards of Effective Practice, PELSB encouraged leaders and experts in educational equity and inclusion to submit to its Request for Proposals for the opportunity to curate resources and assessment tools to support the implementation of the new SEP's.
In fall 2023, PELSB contracted with Courtney S. Bell Consulting, LLC, to develop these resources for teacher preparation providers and educators seeking to teach and/or meet the new culturally responsive and racially conscious pedagogical Standards of Effective Practice. Dr. Courtney Bell-Duncan is a 2018 Minnesota Teacher of the Year finalist, motivated by passion and driven by integrity in her work with educators. She brings with her an extensive background involving educational leadership, multi-level coaching, eradicating educational inequity through intentional mindfulness, and instilling healthy/inclusive mindset shifts across institutional pipelines.
