Kimberly Roan

Enterprise Director
Dr. Kimberly Roan has been appointed Enterprise Director of Enterprise Talent Development (ETD). As Enterprise Director, Dr. Roan will lead, direct, and manage the talent strategy for the executive branch of Minnesota State Government. She will oversee the development of policies, priorities, and programs to improve productivity of state employees, increase leadership capabilities, attract and retain top talent, and ensure an inclusive work environment for all. Dr. Roan brings administrative leadership, program development, curriculum and instructional design, as well as evaluation and assessment from higher education and the nonprofit sector. She brings a wealth of experience from the higher education field where she has served as a Dean of Student Affairs, Registrar, Director of Diversity and Inclusion, HR consultant, and Adjunct Instructor; as well as president of a nonprofit organization in Minnesota.  She earned a Bachelors of Science degree in Early Childhood Education from Albany State University; a Master of Education in Curriculum Development from the University of Minnesota, and a Doctorate of Education in the Higher Education Administration from St. Cloud State University. 
The appointment of Dr. Roan is a key piece of our transition to an Enterprise Talent Development model to build a high-performing 21st century workforce through enterprise training and development.

Sheila Moore

Learning and Development Manager

Sheila joined Enterprise Talent Development in 2016, bringing over 20 years of experience as a facilitator, trainer, consultant, and business leader.  After moving to Minnesota in 2014, Sheila worked briefly as a Training Consultant with the Department of Natural Resources before joining ETD.  Her past work experience includes serving for 8 years as the Executive Director of a regional Center for Nonprofit Management in the Southeastern United States, where she directed the provision of a wide range of training and consulting services to over 250 member nonprofits and government offices.  She worked for a time as Vice President of United Way, charged with building the community’s capacity to develop and implement solutions to issues around education, health, and family stability. She also was a principal partner in a successful consulting firm, and held several executive positions with both business and nonprofit organizations.  While her career has been varied, including positions in Human Resources, Marketing, and Regional Operations, Sheila’s passion for continuous learning and organizational development has been a driving force throughout.  Sheila has completed graduate work in Organizational Development, Public Administration and Business Management, and holds numerous certifications as a trainer and facilitator.

Kathie Kosharek, M.A.

Sr. Learning & Development Consultant
Kathie Kosharek is a Sr. Learning and Development Consultant who has been fascinated with how to help people see what they do well for over 15 years, which led to her becoming a Gallup Certified CliftonStrengths Coach. She has taught numerous workshops for State managers and staff, and holds a Master's degree in Human Development. Kathie specializes in these areas:

She previously spent 10 years with DEED where she taught countless public workshops and coached clients through the transition process of returning to work after a layoff.

Lovlie Bromley

Business Administrator
Lovlie has been with the State of Minnesota since October 1998. She joined the ETD team as the Retirement Program Coordinator in January of 2010. Since joining the team she has coordinated, and assisted in the coordination, of numerous ETD course offerings. Her focus has since shifted from the bright lights of auditoriums around the Metro to the internal workings of the team. She currently processes all contracts for the ETD team, helps manage the budget, and works with staff on the invoicing process. She previously worked in the Human Resources Management Division of Minnesota Management and Budget.

Emily Johnson

Workforce Planning Consultant
Emily Paoli Johnson transferred to MMB in January of 2014 from the Minnesota Office of Higher Education where she managed Get Ready! an early college access program.   She is currently the Workforce Planning Consultant for the HRD department.  In her new role, Emily will be working directly with State agencies to assist in their workforce and succession planning efforts. Emily  completed her Master’s degree at Saint Mary’s University of Minnesota in 2013 focusing on workforce planning and succession planning in state government.  She also graduated from the Emerging Leaders Program (ELI) within the State in 2008.

Patrick Logelin

Statewide Registrar & Communications Specialist

Patrick joined ETD in August of 2015 as the Statewide Registrar and Communications Specialist. He holds a Bachelor’s degree in Communication Studies with an emphasis in New Media from the University of Minnesota – Twin Cities. Prior to working for ETD Patrick worked as a Technical Recruiter and a Data Entry specialist for a sports statistics startup.
He is a Gopher athletics fanatic who enjoys exploring the Twin Cities with friends, talking about movies, and listening to music. He also prides himself on being the resident ETD sports almanac along with possessing random knowledge that serves useless outside of trivia games.

Lovie Kidd

Program Coordinator [Diversity & Inclusion]
Lovie joined ETD in August 2017 as to coordinate the Diversity and Inclusion training. She is responsible for coordinating training for over 4000 Managers, Supervisors, HR Personnel, and Commissioners across the State. Lovie brings 20 years of exceptional service and on-the-job experience working with customers, clients, as well as co-workers professionally.  Her outgoing personality makes her a pleasure to work and interact with. Prior to working in ETD, Lovie worked as a Data Administration Manager for a Not-For-Profit company managing all administrative tasks and other duties as requested.          
In her spare time, Lovie enjoys investing in her son & daughter with hopes for the greatest payout. She is an avid thrifter and enjoys sales from any venue. After being in marching band throughout high school, Lovie has a deep appreciation for football and enjoys watching football and basketball.

Deondra Avery

Office and Administration Specialist Sr. [Retirement Seminars, SEAL & ELI Programs]
Deondra joined ETD in September of 2017 as an Office and Administration Specialist Sr. Deondra is responsible for coordinating multiple programs including the Pre-Planning for Retirement Seminar, The Minnesota State Seminar, the Strategic Effectiveness for Aspiring Leaders Program, and the Emerging Leaders Institute. She holds a Bachelor’s degree in Marketing Communications with a minor in Non Profit Marketing from the University of Wisconsin- River Falls. Prior to working for ETD, Deondra worked in Personal Sales for a Luxury Suit Company, where she developed her own clientele throughout the Twin Cities Metro.

Deondra is a social butterfly who likes to crash every possible event the Twin Cites has to offer. In her leisure, she enjoys visiting museums, distilleries, fairs, and zoos. When she’s not exploring the town, she’s making silly faces via Facetime with her nieces and nephews back in Wisconsin. Deondra is an overall extrovert who finds passion in making memories with the people she loves.

RJ Duff

Enterprise Learning Management (ELM) Training Administrator
RJ joined ETD in 2018 as the ELM Training Administrator. He is responsible for providing training to Agency ELM Administrators as well as ELM support to small executive branch offices.

He brings over 30 years of Education and training management and development experience. RJ has presented classroom courses such as Training the Trainer, classroom fundamental, Instructional system design and software applications. He has developed on-line interactive courseware for the Air Force, Northwest Airlines, Navy, Army, Amerprise, GMAC Financial and proprietary software application. He also brings software quality assurance testing experience ensuring that courseware meets SCORM and other functional requirements.

RJ holds an Associate of Applied Science degree in Education and Training Management from the Community College of the Air Force, A Bachelor of Science degree in Education, Training and Development from Southern Illinois University and a Master degree in Business Administration, with a minor in technology from Bethel University.

In his off time you can find RJ in his shop woodworking, in the back yard grilling, in the boat on a lake or just relaxing on the deck with his wife and dogs.
