How to use this website

Deaf Rights Minnesota has gathered together hundreds of links to pages on State websites related to disabilities and aging. Use the top navigation bar to select a retrieval tool:

  • Deaf Rights Topics provides browseable topic categories for drilling down to the desired topic area.
  • A-Z Index is an alphabetical listing of all topics.
  • State Agencies displays all pages on the website from a specific agency, board, council, or division.
  • Search allows full-text searching of the topics, titles, and link descriptions.
Individualized Education Plan An individualized education program (IEP) is a written statement about a pupil that includes: the student's current educational performance; measurable annual goals with short-term objectives; the special education, related services, and supplementary aids and services that the student receives; if needed, an explanation as to why the student will not participate with other students in class; individual modifications in the administration of state or district-wide assessments of student achievement or a statement as to why the student will not participate in the state or district-wide assessments and how the student will be assessed; the projected date for starting services or making modifications to services and the frequency, location, and duration of the services or modifications; transition service needs, if the student is 14 or older; and the status of the student in achieving his/her annual goals including how the student's parents will be informed. The IEP is developed by the IEP team which includes: the student's parents; one teacher of the student that is not in special education; one special education teacher; an administrative designee; a person that can interpret the instructional implications and evaluation results; other individuals who have expertise about the student and are included at the request of the parents or district; and sometimes the pupil. If the student is deaf or hard of hearing, the IEP team should consider the student's communication needs and if the student needs assistive technology devices or services. The IEP should be reviewed at least once a year. The review should consider if there is a lack of progress or additional needs.
