    How to use this website

    Deaf Rights Minnesota has gathered together hundreds of links to pages on State websites related to disabilities and aging. Use the top navigation bar to select a retrieval tool:

    • Deaf Rights Topics provides browseable topic categories for drilling down to the desired topic area.
    • A-Z Index is an alphabetical listing of all topics.
    • State Agencies displays all pages on the website from a specific agency, board, council, or division.
    • Search allows full-text searching of the topics, titles, and link descriptions.
    Special Education Eligibility When a child is between three and six years of age, his/her individualized family service plan (IFSP) team should decide if s/he is eligible for special education. The child is eligible if the child meets one of the criteria in part A and all of the criteria in part B. Part A:
    • the child meets the criteria of one of the disability categories, or the child meets one of the criteria for developmental delay such as being diagnosed with a physical or mental condition or disorder that will result in a delay; or
    • the child can also be seen as delayed if s/he is behind certain developmental areas in cognitive development, physical development (including visual and hearing), communication development, social or emotional development, or adaptive development.
