Accessible Public Places and Services It is "unfair discriminatory" practice to deny a person access or enjoyment of a public place or services because they are disabled (this includes taxicab companies). In addition, it is "unfair discriminatory" practice for a public place or service not to make reasonable accommodations for people with a physical, sensory, or mental disability. The businesses should make accommodations unless the changes would be unreasonable. To determine if accommodations are reasonable, consider: the frequency and predictability of public use, the size of the business or organization (physical size, annual revenue, number of employees), the extent that the accommodations will better serve people with a disability, the type of business and operation, the nature and amount of direct and indirect costs.
