How to use this website

Deaf Rights Minnesota has gathered together hundreds of links to pages on State websites related to disabilities and aging. Use the top navigation bar to select a retrieval tool:

  • Deaf Rights Topics provides browseable topic categories for drilling down to the desired topic area.
  • A-Z Index is an alphabetical listing of all topics.
  • State Agencies displays all pages on the website from a specific agency, board, council, or division.
  • Search allows full-text searching of the topics, titles, and link descriptions.
DeafBlind Definition and Eligibility for Special Education Services Deaf-blind is a "medically verified visual loss coupled with medically verified hearing loss that, together, interfere with acquiring information or interacting in the environment." Both hearing and vision loss need to be present at the same time for a child to be eligible for deafblind special education and services. Students are at a higher risk of being deafblind if they are either deaf or blind but have not done testing for the other sense, if they have Usher Syndrome or Optic Atrophy, and if they are blind or deaf and have had learning problems because of a verified disability in the other sense.
