How to use this website

Deaf Rights Minnesota has gathered together hundreds of links to pages on State websites related to disabilities and aging. Use the top navigation bar to select a retrieval tool:

  • Deaf Rights Topics provides browseable topic categories for drilling down to the desired topic area.
  • A-Z Index is an alphabetical listing of all topics.
  • State Agencies displays all pages on the website from a specific agency, board, council, or division.
  • Search allows full-text searching of the topics, titles, and link descriptions.
Sign Language Requirement in Alcohol and Drug Counseling When working with a client who is deaf, deafblind, hard-of-hearing or late deafened and prefers to use sign language: the counselor should have a rating at the advanced-plus level or higher of the Sign Communication Proficiency Interview (SCPI), or if the counselor is not proficient in sign language s/he should work with an ASL interpreter and be trained in communicating through an interpreter. The interpreter must be certified as both an interpreter and a transliterator by the Registry of Interpreters for the Deaf or have a level four or higher certification by the National Association of the Deaf, or the counselor can refer the client to a counselor that is either proficient in ASL or has been trained in working with an ASL interpreter. A counselor that works with deaf, deafblind, hard of hearing, or late-deafened clients must have a signed statement from his/her supervisor that s/he has a minimum proficiency in working with such clients.
