How to use this website

Deaf Rights Minnesota has gathered together hundreds of links to pages on State websites related to disabilities and aging. Use the top navigation bar to select a retrieval tool:

  • Deaf Rights Topics provides browseable topic categories for drilling down to the desired topic area.
  • A-Z Index is an alphabetical listing of all topics.
  • State Agencies displays all pages on the website from a specific agency, board, council, or division.
  • Search allows full-text searching of the topics, titles, and link descriptions.
Student Limit for Special Education Teachers The number of students an early childhood teacher works with is decided by the severity of the students' disability, the amount of time the teacher travels, and if the student is receiving services in another program or agency. The maximum number of students a teacher can have is also determined by the students' age. For example a teacher cannot have more than: 12 students between birth and two years; 16 students between three and six years; and 14 students between birth and six years. For early childhood special education classes, there must be a paraprofessional with a teacher. The maximum number of students a teacher and paraprofessional can have at once is eight. If there is an entire early childhood team in the class then there can be 16 students.
