How to use this website

Deaf Rights Minnesota has gathered together hundreds of links to pages on State websites related to disabilities and aging. Use the top navigation bar to select a retrieval tool:

  • Deaf Rights Topics provides browseable topic categories for drilling down to the desired topic area.
  • A-Z Index is an alphabetical listing of all topics.
  • State Agencies displays all pages on the website from a specific agency, board, council, or division.
  • Search allows full-text searching of the topics, titles, and link descriptions.
Requirements for Special Education Teachers A teacher of special education that is authorized to work with deaf and hard of hearing students are allowed to teach birth through 12 grade. The teacher can work with a student's family, other special education or general classroom teachers, and other specialized service providers. The person is required to have the following qualifications to be a licensed teacher for deaf and hard of hearing students: have a baccalaureate degree from a regionally accredited school; show the standards for effective practice; show core skill requirements; and verify that s/he has completed the Board of Teaching preparation program.
