How to use this website

Deaf Rights Minnesota has gathered together hundreds of links to pages on State websites related to disabilities and aging. Use the top navigation bar to select a retrieval tool:

  • Deaf Rights Topics provides browseable topic categories for drilling down to the desired topic area.
  • A-Z Index is an alphabetical listing of all topics.
  • State Agencies displays all pages on the website from a specific agency, board, council, or division.
  • Search allows full-text searching of the topics, titles, and link descriptions.
How to Apply for the Telephone Equipment Distribution Program (TED) To apply for a telephone communication device follow these four steps. First, contact the telephone equipment distribution (TED) program that is a part of the Deaf and Hard of Hearing Services Division in the Department of Human Services. TED staff will provide a person with an application and further information about the program. Second, fill out the application which may request information about the applicant's: disability in hearing or speech, household income, age, and access to telephone service. The program can help the applicant get documents that the applicant cannot access. Third, inform the program of any changes that may affect eligibility within ten days of the change. Fourth, wait for the program to notify you within 30 days of you submitting the application. If you are not eligible for telephone equipment, the notification will include the reason why the application was denied.
