Duties of Human Services Commissioner The commissioner of human services should "administer and supervise all non-institutional service" to people who disabled including people who are deaf, deafblind, and hard of hearing. Administer and supervise means that the commissioner may be involved with ensuring timely and accurate distribution of benefits and quality program management. The commissioner of human services needs to provide services to promote the well being of people who are deaf, deafblind, and hard of hearing. The commissioner should keep a register of people who are deaf, deafblind, and hard of hearing, collecting information about the community that will improve services. In addition, the commissioner should: gather and release information relating to the causes of deafness; collect statistics on the deaf; determine what trades or occupations are "most suitable for them;" and assist them in gaining vocational rehabilitation and employment.
