Special Education Services School districts should not buy a special education service for a student when the service is available or can be made available and is the "least restrictive alternative" within the district. If a school district or a parent sends a student to receive services outside of his/her home district, the district is responsible for making sure an appropriate individualized education plan was created and that the student is in the least restrictive environment. If the home district sends a student to receive care and treatment, it is responsible for paying for the services.
