AFSCME filed a certification petition for "All employees of the Anoka County Libraries". A hearing was held in which the Bureau determined that the petitioned for unit was not an appropriate unit. The appropriate unit is "All clerical and technical employees of Anoka County, who are public employees within the meaning of Minn. Stat. 179A.03, Subd. 14, excluding the appraiser, senior appraiser, professional, supervisory, confidential, essential, and all other employees."
