On November 23, 2021, the Bureau of Mediation Services received a petition filed by Law Enforcement Labor Services, Inc., Brooklyn Center, Minnesota for certain employees of Anoka County. The petition sought to determine the appropriate bargaining unit for employees in the job classifications of Principal Administrative Secretary, Civil Specialist, Principal Accounting Clerk, Community Relations Coordinator, Crime Analyst, Gun Permit Coordinator, Assistant Gun Permit Coordinator, Administrative Supervisor, Property Technician and Records Technician employed by the Anoka County Sheriff’s Office. The Bureau conducted a hearing with the parties on April 15, 2022. The Bureau determined that the Union's proposed bargaining unit is not an appropriate unit. The appropriate unit is:
“All clerical and technical employees of Anoka County, who are public employees within the meaning of Minn. Stat. §179A.03, Subd. 14, excluding the appraiser, senior appraiser, professional, supervisory, confidential, essential and all other employees.”
Additionally it was found that the Community Relations Coordinator and Technical Analyst are included in the appropriate unit.
Because the Bureau has determined the appropriate unit is one which is larger than the initial unit first sought by the Union, an additional (90) days will be provided for the submission of authorization cards in support of its showing of interest.
