    Grievance filed regarding refusal to consider reclassification requests after Case Aide 3's experienced shift in duties believed to be responsibilities formerly performed by social workers. ER maintains employee classification is not arbitrable under PELRA, there are no CBA provisions regarding negotiation of classifications, it retains managerial right to determine organizational structure and at no time have supervisors assigned Case Aide 3s to work as social workers.  
     
    Grievance Denied            While determined to be arbitrable, grievance denied on its merits. Work being done is consistent with the Case Aide 3 job description, and while now performed in absence of social worker does not establish working outside the parameters of their classification. No basis for being paid at social worker rate or being reclassified to a social worker position.
