    Issue: Extra Duty Assignment       
     
    Grievance filed alleging contract violated when English Learner Teachers assigned lunchroom supervision at a single school building in large district. Contract language limits extra duty assignments for these positions. District contends this duty did not interrupt EL instruction.         
     
    Grievance Sustained      Union proved EL teachers did have missed opportunities for instruction in the 30 minutes assigned to lunchroom supervision. MDE guidance issued after parties’ agreement does not change the contract language or understanding that SPED and EL teachers were to spend 100% of their time on instruction.
