Grievance filed after most senior, qualified internal applicant was not selected for a vacancy. ER cited ending of past practice, weight of interviews and more relevant experience of less senior applicant selected.  
 
Grievance Sustained   Grievant awarded a comparable position and made whole back to date she should have been awarded original position. Under CBA language, when all applicants qualified, grievant has a contractual preference based on seniority. No agreement reached in negotiations to change contract language, can't obtain change thru arbitration.
