Issue: Total Package Final Offer Interest Arbitration. City charter amended to remove bargaining authority from BPU commission to City Council control. Union seeking to maintain separate wage grid from the F&H grid adopted by the City of Brainerd. Mutual agreement to submit issues to interest arbitration.
Decision: Union position on Juneteenth awarded: Holiday added without a reduction in existing floating holidays. City position on elimination of discrimination language awarded. Other avenues than grievance process exist for members to address discrimination concerns. City position on all wage proposals awarded. BPU IBEW staff will transition to the F&H salary grid now in place for other city employees. Decision supported by need for Pay Equity compliance, internal pattern and external market competitiveness.
