    Grievance filed regarding lack of credit granted for time served as a contract EE providing identical services to the ER. Dispute over definition of Temporary Employee, and if that extends to time working through a staffing agency. ER position is not a public employee until hired by MJB.     
     
    Grievance Denied            Temporary Employee in this case refers to EE of MJB, not a third-party contractor. PELRA definition of "employee" must be applied. Not entitled to years of service credit when not in a vacation eligible position. Grievant did receive credit for his time as contract EE at time of initial hire (placed at step 8).
