    Issue: Vacation Benefit / ESST Benefit      
     
    Grievance filed after ER began trying to reduce EEs vacation time in contract to cover ESST. ULP filed with NLRB and matter deferred to arbitration.   
     
    Grievance Sustained      ER violated the CBA. Existing vacation time must be used for vacation, not sick leave. Cease and desist ordered. Vacation time to be restored and make whole relief provided. Award to be forwarded to NLRB.
