Issue: Layoff Recall Rights            
 
EE in Lead position voluntarily reduced from 1.0 FTE to .5 FTE. Business need later existed for 1.0 FTE, which the grievant rejected. Union claims layoff occurred and recall rights denied. ER states no layoff occurred, has managerial right to set positions, FTE need, etc. 
 
Grievance Denied           ER controls the establishment of positions and duties involved. Hours of work/FTE is contained in that authority. Grievant's voluntary rejection of a full-time FTE position does not constitute a layoff or reduction in hours therefor recall rights language not triggered.
