    Union filed grievance after ER deducted overpayments occurring through payroll mistake. Members denied union representation and coerced into signing voluntary authorization forms.   
     
    Grievance Sustained.      Union is exclusive rep and ER obligated to involve in any enhancing or diminishing salary discussion. CBA and MN law address inappropriate salary garnishment. Payment equal to double the amount of the improper deductions awarded.
