Issue: Insurance Brokerage Fees Union filed grievance claiming ER inflating insurance costs by adding brokerage commissions to rates charged without bargaining with the union. ER argues it disclosed the charges and union was not timely in filing grievance from when it approved the school district's change in insurance provider.
