Issue: Past Practice      

Grievance filed once LOA over repudiation of past practice for bid process went into effect. Parties failed to reach agreement on an alternative method and default was back to existing contract language. Union claimed Spring Re-Bid and Winter Preference procedures were not included in the repudiation as they do not exist in current contract language, and preference is not a bid.      

Denied in part. Grievance related to Spring Re-Bid denied. Grievance related to Winter Preference sustained as it is not a "bid" and was not specifically mentioned in the LOA Repudiation
