A Sacred Compact
The establishment of school trust lands at statehood created a sacred compact: the lands and the revenue they generate are dedicated to the support of Minnesota’s public schools, now and for generations to come.
The Trust Principal
The principal, or “corpus,” of the Permanent School Fund (PSF) consists of proceeds generated from Minnesota’s school trust lands, together with the cash and investments credited to the fund. The Minnesota Constitution prohibits the principal from being spent, requiring the state to hold it in trust in perpetuity.
Revenue Distribution
Every public school district and charter school in Minnesota receives an annual distribution from the Permanent School Fund (PSF). Distribution amounts are based on student enrollment and the income generated by the fund. This funding is provided in addition to the general education aid the state provides to school districts and charter schools.
