Angela Harper

(she/her)

Angela Harper (she/her) is a passionate advocate and support planner based in Alexandria, Minnesota. Her work is rooted in advocacy, disability services, and social work, with a strong focus on helping individuals and families navigate systems and create personalized paths to independence.

Angela currently works as a CDCS Support Planner, assisting individuals and families in developing customized support plans that promote self-direction and meaningful community inclusion. She also serves as a surrogate parent in special education meetings, standing in to advocate for students who need support during the IEP process.

Her dedication extends beyond her professional roles. Angela volunteers with Minnesota Adult & Teen Challenge and is a graduate of Partners in Policymaking through the Minnesota Governor’s Council on Developmental Disabilities. This leadership program sharpened her skills in promoting systems change and disability rights.

Angela brings a unique perspective to her work, combining professional experience with personal insight. Having navigated the disability services system herself, she understands firsthand the barriers individuals and families face. This lived experience fuels her commitment to advocating for practical, person-centered, and empowering solutions.

Angela is passionate about building inclusive communities where every individual is seen, heard, and valued. She believes that lasting change happens through deep listening, collaboration, and a commitment to challenging systems to serve everyone better.
