Promoting Justice - Supporting Families: The Healthy Start Act

The Minnesota legislature recently passed the Healthy Start Act, the nation’s first post-conviction incarceration alternative for mothers, allowing the Commissioner of Corrections to place new mothers into community alternatives. Minnesota Department of Corrections staff, state legislators, advocates, and impacted individuals who supported the bill spoke about the background of this legislation, how it will be implemented, and what its impact will be. The Ombuds for Corrections also provided information on the recent OBFC report on strengthening families of the incarcerated.
