Systemic Issues


The Office of the Ombuds for Corrections (OBFC) investigates systemic issues within Minnesota Correctional Facilities and local and regional facilities. A systemic issue is related to a statute, policy, or procedure. A systemic issues complaint is not related to a specific incarcerated individual. MCF-Oak Park Heights

One of the ways the OBFC can be impactful is by promoting change at the systems level. Providing information to the OBFC through complaints about systemic issues can help the office promote change. 

The OBFC prioritizes complaints about issues affecting health, safety, and actions and policies in which we are likely to have an impact. Due to limited resources, we cannot investigate all systemic complaints, even if they have merit. 

Complaints Process for Systemic Issues 

Community members, advocates, staff, and incarcerated people are welcome to share concerns and make complaints about system issues. Follow the general process for making complaints.

What Happens Next 

We review each complaint our office receives. We may use the information in systemic issues complaints as part of our systemic review. We appreciate the information you provide.
