Next Meeting of the Clemency Review Commission
The Clemency Review Commission will meet on July 10, 2026 in the Afton Room - West Entrance, at 1450 Energy Park Drive, Saint Paul, MN 55108. The meeting will be open to the public in person and online. The meeting will be available to livestream on the Clemency Review Commission YouTube page.
At the July CRC meeting, the Commission will review cases that meet one or more of the criteria for denial without a hearing. No testimony will be taken.
Pursuant to Minn. Stat. § 638.15, subd. 2, the commission may recommend that the board deny a commutation application without a board hearing if one or more of the following criteria is met:
1. The applicant is currently challenging the conviction or sentence through court proceedings.
2. The applicant has failed to exhaust all available state court remedies for challenging the conviction or sentence.
3. The commission determines that the matter should first be considered by the parole authority.
Satisfaction of these criteria does not mandate denial. The decision remains discretionary, and the commission retains the authority to proceed with hearing the application at a later date if it determines such action is appropriate.
