The Clemency Review Commission consists of nine members appointed by the Board of Pardons. The Commission will perform the administrative work of the Board, establishing application deadlines, adopting new application forms, reviewing clemency applications for completeness and eligibility, and investigating applications. Beginning July 1, 2024, the Commission will meet at least four times a year to hear eligible clemency applications and make written recommendations to the Board about whether to grant or deny clemency. Applicants will be required to appear before the Commission, and victims will be given an opportunity to speak at the Commission meeting or submit a written statement to the Commission. After its meetings, the Commission will forward its recommendations to the Board. The Board will then consider and vote on the clemency applications heard by the Commission at one of its two meetings per year.
