Clemency Review Commission

The Clemency Review Commission consists of nine members appointed by the Board of Pardons. The Commission performs the administrative work of the Board and meets at least four times a year to hear eligible clemency applications and make written recommendations to the Board about whether to grant or deny clemency. Applicants are required to appear before the Commission, and victims are given an opportunity to speak at the Commission meeting or submit a written statement to the Commission. After its meetings, the Commission forwards its recommendations to the Board. The Board will then consider and vote on the clemency applications heard by the Commission at one of its meetings.
