After you apply for clemency (a pardon or commutation) and the Board denies your application or excludes your commutation application from being heard, there is a waiting period before you can ask for clemency again for that crime.
The reapplication waiting period is five years from the date of the denial or exclusion. Applicants may be able to apply before the waiting period has passed by asking the Commission and Board for permission to reapply early. Permission to reapply will only be granted if new and substantial information that was not and could not have been previously considered by the Board or Commission is provided.

At this point, the Commission and Board are only deciding whether to let you reapply early. They are not deciding about clemency.
The Commission staff will access your criminal record, Minnesota court records, driving record, and prison records, so you do not need to provide copies of these unless requested. But please, answer the questions on the application completely and honestly and provide all information necessary for the Commission and Board to determine whether you have provided new and substantial information.
