Phil Duran (he/him/his), the Council's chair, is an attorney based in Minneapolis with over twenty years' experience in LGBTQIA2S+ advocacy through OutFront Minnesota, Rainbow Health, and the Minnesota Lavender Bar Association. A graduate of the University of Minnesota law school, he has also been an adjunct professor at Mitchell Hamline School of Law, teaching a course LGBTQ Health Law, Policy, and Advocacy, and was the first out president of the Minnesota State Bar Association. He is particularly focused on issues confronting trans and nonbinary Minnesotans, as well as LGBTQIA2S+ elders. He also brings to the Council many years of background in nonprofit creation, governance, and consulting.
