Investing in Communities

The Minnesota Public Facilities Authority (MPFA) provides financing and technical assistance to help communities build public infrastructure that protects public health and the environment and promotes economic growth.

The MPFA administers and oversees the financial management of three revolving loan funds and other programs that help local units of government construct facilities for clean water, drinking water, and transportation infrastructure projects.

Intended Use Plan Request Form

Submit requests to be placed on the 2026 IUPs by June 6, 2026

The deadline for applying to the 2026 Intended use Plans is rapidly approaching! Use this IUP request template for projects currently listed on the Clean Water and Drinking Water Intended Use Plans (IUPs) and for new projects. Submit one request for each project. Do this by June 6, 2026. Consult this memo for more information and important deadlines for the 2026 Clean Water and Drinking Water Project Priority Lists.

Amending Adopted 2025 Intended Use Plan

After a 10-day comment period during which no comments were submitted, the MPFA finalized amendments to the 2025 Clean Water Intended Use Plan (CW IUP) and the 2025 Drinking Water Intended Use Plan (DW IUP) adopted on December 6, 2024. The amended IUPs position the MPFA to accept funding available through the US Environmental Protection Agency (EPA). The documents are now posted to the MPFA website under the Clean Water and Drinking Water tabs. Direct any questions or comments to Karin Berkholtz, MPFA Deputy Director.

MPFA Regional Assignments

The Minnesota Public Facilities Authority map of Senior Loan Officer regional assignments is updated and available. Note that the regional assignments pertain to all MPFA financing programs, including the Lead Service Line Replacement (LSLR) program. If you previously contacted Drew Brooksbank about a LSLR project, now contact the MPFA staff assigned to the region your county is located.

Drinking Water Revolving Fund Lead Service Line Replacement Projects

See the Internal Revenue Bulletin No 2024-11 March 11, 2024 IRB 2024-11 - PDF (opens in new browser window) (Rev. 03-11-2024) (irs.gov). Per the IRS: "This announcement addresses the Federal income tax treatment of certain lead service line replacement programs for residential property owners. The replacement of lead service lines under the programs described in the announcement does not result in income. Water systems and state governments are not required to file information returns or furnish payee statements with respect to the replacement of lead service lines under these programs."
