Investing in Communities

The Minnesota Public Facilities Authority (MPFA) provides financing and technical assistance to help communities build public infrastructure that protects public health and the environment and promotes economic growth.

The MPFA administers and oversees the financial management of three revolving loan funds and other programs that help local units of government construct facilities for clean water, drinking water, and transportation infrastructure projects.

2027 Project Priority Lists are now being accepted

Submissions to place public wastewater, stormwater, and drinking water infrastructure improvement projects on the 2027 Project Priority Lists (PPL) for the Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) are now being accepted. This includes PPL requests for publicly and privately owned drinking water lead service line replacement projects and projects to address emerging contaminants for drinking water systems. Note these due dates: Clean Water Project Priority List Submissions: March 6, 2026, Drinking Water Project Priority List submissions: March 13, 2026 and Intended Use Plans (IUPs) submissions due to MPFA June 5, 2026. (The IUP request form will be available early May 2026.)

Final 2026 IUPs are Now Available

The final 2026 Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) Intended Use Plans (IUPs) are now available under the Clean Water and Drinking Water tabs on this website.

Clean Water State Revolving Fund and Drinking Water State Revolving Fund 2026 Intended Use Plan Approval Notice

On January 9, 2026, the Minnesota Public Facilities Authority (MPFA) finalized its 2026 Intended Use Plans (IUPs) for the Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF). The IUPs identify the projects and activities the MPFA intends to fund from the CWSRF and DWSRF in state fiscal year 2026 (July 1, 2025 to June 30, 2026), including utilization of federal funds from the Infrastructure Investment and Jobs Act (IIJA).

2027 IUP Requests

The IUP request form will be available in early May, 2026. The due date for IUP requests is June 5, 2026. 

To be listed on the IUP, your project must be included on the Drinking Water (MDH) or Clean Water (MPCA) 2027 PPL.
