Historic Tax Credit Electronic Submission Instructions

All completed federal and state applications are submitted electronically to MN SHPO through the MN SHPO ShareFile FTP site.

IMPORTANT NOTICE: Effective August 1, 2023, the MN SHPO will require use of revised National Park Service (NPS) Historic Preservation Certification application forms and NPS submission protocols.

The NPS has issued revised Historic Preservation Certification application forms and instructions. The new forms are downloadable, fillable PDFs and are dated "Rev. 6/2023." These forms supersede all previous versions. 

Applications received on or after August 15, 2023, by NPS must be on the 2023 forms and follow the NPS rules for Electronic Submission of Certification Applications. In order to meet this deadline all applications submitted to MN SHPO starting August 1st must be on the 2023 forms and follow the NPS rules for Electronic Submission of Certification Applications. Applicants MUST begin using the new forms immediately.

Before the August 15 deadline, MN SHPO can digitally send reviewed application materials directly to NPS if those materials use application version "Rev. 6/2023" and follow the NPS rules for Electronic Submission of Certification Applications. Digital transmission from MN SHPO to NPS allows applicants to avoid mailing materials and expedites delivery times.

STEP 1: REQUEST ACCESS. Email HistoricTaxSHPO@state.mn.us to request a file sharing folder(s), include the:

  1. Historic building name, and the NPS project number if you have one already.
  2. Type of application(s) you are submitting:
    1. Part 1
    2. Part 2 and Part A
    3. Part 3 and Part B
    4. Part 2 or Part 3 Amendment
    5. Part A or Part B Amendment
    6. response to a request for information 
    7. masonry mock-up and cleaning samples

STEP 2: UPLOAD. HistoricTaxSHPO will share a link to our FTP site (ShareFile) for PDF application uploads.

  1. Upload federal documents into the Part 1, Part 2, Part 3, or Amendment FTP folder.
    1. All federal documents must conform to:
      1. the NPS naming and document type conventions  
      2. be signed as outlined on NPS’s instructions and website Electronic Submission of Certification Applications - Historic Preservation Tax Incentives (U.S. National Park Service) (nps.gov)
    2. Put only those documents for a specific Part in each folder
  2. Upload state documents into the Part A, Part B, or MN Amendment FTP folder.
    1. All state applications must be signed as outlined in State instructions 
    2. Put only those documents for a specific Part in each folder
  3. If responding to a request for information, upload the total revised application materials for that application (rather than just the revised materials.)

STEP 3: SUBMIT. When the documents have been uploaded, email HistoricTaxSHPO@state.mn.us so our office knows the application is complete and the submission review can begin.

  • include all required forms and complete all applicable parts of the application in order have applications forwarded onto a content reviewer. 
  • applications will not be accepted and logged in until you have notified MN SHPO that the application is fully uploaded.
  • SHPO will confirm the form(s) have been received. 
  • review comments, request for more information, a notification that the review is complete, or further instructions will be provided after a full review is completed by a content reviewer.

- Don't mail state application fees yet; you will be invoiced after your application is received.

- Don’t send documents via email or any personal file sharing format as the State cannot accept them.

- Once your project has been fully reviewed by MN SHPO and no additional information is needed, MN SHPO will submit your application to the National Park Service for review.
