Management Analysis and Development (MAD)

Management Analysis and Development (MAD) is Minnesota government’s in-house fee-for-service management consulting group. As part of the Comprehensive Review, the MSGC contracted with MAD to lead a statewide engagement process. MAD designed and implemented a statewide engagement process that elevated the voices of both system practitioners and individuals with lived experience with the criminal justice system. The engagement strategy prioritized geographic reach, cultural representation, and inclusion of diverse experiences with the criminal legal system. Between March and July 2024, MAD hosted in-person and virtual engagement sessions across the state directly engaging 164 participants.
