Energy Infrastructure Permitting

The Energy Infrastructure Permitting Act is a new legislative framework passed in 2024 designed to streamline and enhance the permitting process for energy infrastructure projects in Minnesota. The Act establishes clear guidelines for evaluating and approving site and route permits for energy facilities while ensuring environmental and community considerations are addressed. 

The Energy Infrastructure Permitting Act will take effect on July 1, 2025, requiring all new applications submitted after this date to comply with the updated regulations. 

Environmental assessment requirements 

Under the Act, all applications for site and route permits using the standard review process must include an environmental assessment of the proposed project. This assessment will provide critical information on the potential environmental impacts and help inform decision-making by the Commission. 

Application guidance for project proposers 

To assist project proposers in complying with the new requirements, the PUC will provide detailed application guidance.

Meetings, webinars, and discussion opportunities 

The PUC will host informational meetings and webinars to discuss the new permitting requirements and guidance. These sessions will provide an opportunity for project proposers, stakeholders, and the public to engage with PUC staff and ask questions. We will update the site when dates are available.
