There are on-demand and eLearning options available from OGM, agency learning teams, and grants management organizations. The training team at OGM is prioritizing on-demand training content development for Q4 and FY27 to strengthen the offerings available for agency staff across the state. These courses will be available in the state's learning management system (ELM) in FY27.

Introduction to Grants Administration
Learn the basics about grant-making and administration at the State of Minnesota with this training series. This training is brought to you by the Office of Grants Management, an office within the Department of Administration. It is meant to provide both new and existing grant staff with a common understanding of the state grantmaking landscape. Note: General obligation grants and capital project grants are not in scope for this training. For more information about these grant types, please contact Minnesota Management and Budget.

Available modules include:
- State Grantmaking Basics focused on common vocabulary, elements of state grants, and the grant lifecycle.
- Grant Administration Overview including roles and responsibilities throughout grant administration, and
- OGM Grant Policy Framework, a high-level overview of the guidance and requirements found in Office of Grants Management Policies.
OGM's self-paced Introduction to Grants Administration Course is available via self-service portal and Enterprise Learning Management (ELM) or in some cases, an agency's own learning management system.

Grant Fraud Awareness (Staff)

This training is meant for grants management staff in agency’s grantmaking operations including the administration, management, and oversight of state grants. Completion of this training fulfills the grants management mandatory training requirement for FY26. Select either the staff or manager-supervisor version to complete.

Training addresses foundational information about fraud risk factors and common fraud schemes, identify internal control activities that can support fraud prevention, and review information about enterprise expectations for reporting concerns, including suspected fraud or misuse of state grant funds.

Course is available in self-service portal and Enterprise Learning Management (ELM) or in some cases, an agency's own learning management system.

Grant Fraud Awareness (Managers and Supervisors)

This training is meant for managers, supervisors, or others who lead agencies or operational units that are delivering and overseeing their agency’s grant programs and grantmaking operations. Completion of this training fulfills the grants management mandatory training requirement for FY26. Complete either the staff or manager-supervisor version.

Improve your understanding of fraud risk factors, fraud risk management concepts, and strategies for fostering an agency culture of grant fraud prevention. Learn about enterprise expectations for agencies and management for developing and utilizing channels to report and respond to potential fraud or misuse, including required enterprise reporting.

Course is available in self-service portal and Enterprise Learning Management (ELM) or in some cases, an agency's own learning management system.
