Notify the Office of Grants Management (OGM)

State grantmaking agencies are responsible for safeguarding public funds. As required by law, they must conduct activities such as preaward risk assessments, financial and progress monitoring, and grantee evaluations.

When concerns arise regarding a grant or grantee, agencies must notify the Office of Grants Management (OGM), OGMreporting.ADM@state.mn.us. This notification does not replace any internal agency requirements or responsibilities.

Notify OGM

Executive branch grantmaking agencies must promptly notify OGM of the following:

Decision Not to Award a Grant
If your agency decides not to award a grant due to findings from a pre-award risk assessment:
- Notify the Commissioner of Administration via OGM reporting inbox.
- This requirement is pursuant to Minn. Stat. §16B.981.
Termination of Grant Agreements
Suspected Debarment-Worthy Activities
Notify OGM promptly if you suspect a grantee may have engaged in suspension or debarment-worthy activities.

Key Points:
- As of 2023, OGM has the authority to suspend or debar grantees.
- As of 2025, this authority expanded to include potential grantees.
Debarment-Worthy Activities Include (per Minnesota Rules, part 1230.1150):
- Conviction related to obtaining or performing a contract
- Embezzlement, theft, forgery, bribery, or similar crimes
- Antitrust violations in bidding or proposals
Serious contract violations, such as:
- Failure to perform without good cause
- A pattern of unsatisfactory performance
Other serious misconduct such as:
- Threatening or abusive behavior
- Collusion to restrain competition
- Providing false information
- Violation of suspension terms
- Debarment by other governmental entities
You do not need to determine if the activity qualifies as "debarment-worthy."

If you observe concerning conduct, escalate your concerns and notify OGM.
