Office of Grants Management (OGM)

The Office of Grants Management (OGM) supports state agencies, boards, and commissions in effectively awarding and administering their grant programs. OGM establishes statewide minimum standards for grants management to promote consistency, accountability, transparency, and efficiency. At the same time, individual agencies maintain full authority over their grant award decisions, staffing, and the day-to-day oversight of their programs and grant agreements.
Across Minnesota, more than 30 Executive Branch agencies, boards, and commissions manage billions of dollars in grant funding each year. Some agencies—such as the Departments of Human Services, Transportation, Public Safety, and Health—are large organizations with broad missions and thousands of employees. Others are smaller entities with highly specialized missions, such as technical boards and commissions. Many state entities also serve dual roles: they receive federal funds as grantees and distribute funds as grantors to local governments, nonprofits, and other partners who share their mission.
Grant contract agreements are one of the primary tools the State of Minnesota uses to carry out its public mission. These agreements define the terms, conditions, expectations, and scope of the relationship between the State and the grant recipient. A grant is a legal contract governed by Minn. Stat. §16B.97 through 16B.991. Grants are distinct from procurement contracts and direct payments, which are governed by different statutory requirements and create different types of relationships between the State and the entities receiving funds.
