Governor Walz Signs Bills

[ST. PAUL, MN] – Today, Governor Tim Walz signed ten bills. 

“Technology is moving fast, but our responsibility to protect Minnesotans, especially kids and families, moves faster,” said Governor Walz. “This bill makes clear that using technology to create fake, non-consensual intimate images is unacceptable and puts Minnesota at the forefront of addressing the harms of AI while protecting people from exploitation and abuse.”

 HF 3875, the Minnesota Judicial Branch policy bill, clarifies the publication process for court notices; modifies provisions related to restitution, conciliation court, juror data, and no-fault arbitration; clarifies certain notice requirements to public authorities in dissolution cases; and modifies the expiration of the Supreme Court Council on Child Protection.

HF 1606 prohibits access to nudification technology.

HF 4052 clarifies and modifies provisions governing telephone company regulation, infrastructure, and railroad crossings, pricing plans, service classification, and telecommunications reporting requirements.

HF 3155 includes gift card fraud within the definition of organized retail theft.

HF 4075 establishes a uniform procedure for the imposition, implementation, and oversight of firearm restrictions resulting from certain criminal convictions and judicial orders.

HF 2358 provides enhanced criminal penalties for certain coercion offenses that proximately cause great bodily harm or death of a victim.

SF 2971, known as Kayla’s HOPE Act, requires MnDOT and the Department of Health to create criteria and best practices to determine when and where suicide reduction measures should be incorporated into bridge projects. These measures will make it more difficult for a person contemplating suicide on a bridge to jump. Data suggests just one minute delay may be enough to prevent suicide.

HF 4224 modifies notice requirements for water discharges.

HF 3970 establishes a remedy to extinguish a joint interest in a contract for deed of a perpetrator of domestic abuse or sexual assault.
