Ms. Lolita Davis Carter is a dedicated professional with a strong connection to Minnesota and a deep enthusiasm for exploration, having traveled to almost all 50 states. With an extensive background in government relations and economic development, she possesses over 9 years of specialized experience in this sector and have served within state government for 16 years.
Currently, Ms. Lolita serves as the Legislative and Policy Director at the Council for Minnesotans of African Heritage, where she takes great pride in advocating for impactful change and influencing public policy.
Her career is defined by a wealth of expertise in workforce development and training, supported by a strong skill set in legislative and policy analysis, fundraising, and program development. She has been acknowledged for her ability to cultivate robust relationships and contribute strategically to planning initiatives. Ms. Lolita earned a Bachelor of Science in Human Resource Development & Management from California Creek University, an Online Accredited Life Experience Degree program. Additionally, she has obtained several Learning Path certifications and serve as a voting member on various state and local government boards and commissions. Ms. Lolita is dedicated to utilizing her skills and experience to advance the Council's mission and promote positive change within the community.
