About Us

The Minnesota Competency Attainment Board (MNCAB) was established by legislative action in 2022. MNCAB is charged with creating and administering a statewide, independent competency attainment system as required by Minn. Stat. 611.40 through 611.59. This includes establishing a system that certifies competency attainment programs and uses forensic navigators to support individuals in the competency process. 

The forensic navigator program is a statewide approach that seeks to assist people involved with the legal system whose ability (competency) to participate in their case is in question. Forensic navigators are impartial and serve as liaisons to the court and the community. 

MNCAB, in consultation with the Certification Advisory Committee, establishes certification procedures and reporting requirements for competency attainment programs.
