For programs of study of cosmetologists, hair technicians, estheticians, nail technicians and eyelash technicians. 

For the Advanced Practice Esthetician program of study.  

For Minnesota license applicants who have training and experience in another country who have not been licensed in the United States.

For Minnesota cosmetology school graduates who did not become licensed within five years of completion of training, or for individuals with an expired out-of-state license who are seeking their initial Minnesota license through license transfer. This certificate must be used after an individual has successfully completed a Skills Course. 

For Minnesota license applicants who have been licensed in another state for less than three years and whose state license certification letter verifies less than 1,550 hours of training for a cosmetologist, less than 600 hours for an esthetician, less than 350 hours for a nail technician and less than 38 hours for an eyelash technician.
