Recent legislative activity related to the Board of Cosmetology is provided here for public review.

LEGISLATIVE UPDATE

During the 2026 legislative session, a number of changes were made to Minnesota's cosmetology laws. Most changes take effect August 1, 2026, unless otherwise noted.

Highlights include:

Advanced Practice Esthetician Board Member
The board member position designated for an esthetician has been updated to a position designated for an advanced practice esthetician.
Military Temporary Licenses
Military temporary licenses are now valid for three years, and the application fee has been eliminated.
Barber Credit
Beginning January 1, 2027, Minnesota registered barbers may receive up to 500 hours of credit toward cosmetology or hair technician training.
Special Events Permit Repealed
Special Events Permits will no longer be issued by the Board.
Instructor License Renewals
Beginning January 1, 2028, instructor licenses will by synced with the expiration date of the underlying practitioner license, with a single renewal fee when the licenses are renewed together.
