LEGISLATIVE UPDATE
During the 2025 legislative session, the Minnesota Legislature passed a law requiring cosmetologist and hair technician courses to include training specific to textured hair. The new requirement takes effect August 1, 2025.
Minnesota Statutes, section 155A.23, is amended by adding a subdivision to read:
Subd. 22. Textured hair.
“Textured hair” is hair that is coiled, curly, or wavy.
Minnesota Statutes, section 155A.30, subdivision 2, is amended by adding a subpart to read:
Subd. 2. Standards.
(a) Cosmetologist and hair technician course content must include textured hair training that consists of theoretical and clinical instruction on working with hair with various:
(1) curl, coil, and wave patterns;
(2) hair strand thicknesses; and
(3) volumes.
The law is effective August 1, 2025 and the Revisor’s Office expects to get the new law added into Chapter 155A in the fall of 2025.
