The mission of the Board of Examiners for Nursing Home Administrators is to promote the public's interest in quality care and effective services for residents of nursing facilities by ensuring that licensed administrators are qualified to perform their administrative duties.


PROPOSED RULEMAKING – Request for Comment 

The Minnesota Board of Examiners for Nursing Home Administrators (“Board”) conducted various meetings with providers and academics stakeholders over the past year and has formally initiated the rulemaking process to modify its current administrative rules (Minn. Rules 6400). Procedures require that the board make public notice by the Board’s publication of the “Request for Comments” in the Minnesota State Register to be published on November 30, 2015.  You may review the Board’s proposed rule modifications found in the Proposed Permanent Rules document.

PLEASE NOTE: The Proposed Amendments to Rules include Governing Definitions, Applying for Licensure, Specific Course Requirements, Practicum Duration, Academic Program Review, Licensee Responsibilities, Displaying Licenses, Renewing Licenses, Acting Administrator Permits, Number of CE Credits for Activities, Disciplinary Action, Minnesota Rules, Chapter 6400.

Should you have any questions, comments or concerns about the proposed modifications, or any of the Board’s other rules, please feel free to submit them in writing to the Board as indicated in the “Request for Comments”.  You may also use the Rulemaking Comments link found on the website to submit questions.  This is the initial public sixty day comment phase on the proposed modifications and the board will review all comments at their January 27, 2016 meeting prior to moving forward. Once the final modifications are approved by the Board, it will publish a “Notice of Intent to Adopt Rules” in the Minnesota State Register. At that time, interested parties will have the opportunity to submit written comments, support or objections to the modifications, as well as request a formal public hearing. If the Board receives 25 or more written requests for a hearing, it will be held in the time and place indicated in the Notice of Intent to Adopt Rules.   

Rules Committee Update

The Rules Committee and the Academic/Licensure Committee of the board are currently reviewing the academic and practicum preparatory requirements for Minnesota Licensed Nursing Home Administrators. The initial work will be presented for public review and comment for BENHA stakeholders on June 10, 2015. The ongoing rule writing project will continue to evolve over the next 3-6 months with all current rules and statutes to be reviewed. All meetings are open to the public and posted on the website. Minutes and proposed action will also be posted on the website for review and comment with a proposed full board review on July 22, 2015.

The initial work models the current Minnesota core requirements with the recent research provided by the NAB-Professional Practice Analysis which meets the evolving practice of long term care, required for an administrator to be successful.
