Walz, Flanagan Announce Appointments to the MNsure Board

[ST. PAUL, MN] – Governor Tim Walz and Lieutenant Governor Peggy Flanagan today announced the following appointments to the Minnesota Insurance Marketplace (MNsure) Board, which is responsible for operating the Minnesota Insurance Marketplace. This includes establishing the budget for the marketplace; establishing bylaws, policies, and procedures governing the operations of the Minnesota Insurance Marketplace; creating certification requirements that must be met by insurance providers; establishing policies and procedures to gather public comment; and establishing the policies and procedures for the operation of a navigator program, in-person assistance program, call center, and customer service provision for MNsure.

Andrew Whitman – Maple Grove, MN

Mr. Whitman is appointed to the MNsure Board as a member representing the interests of consumers eligible for individual market coverage. Mr. Whitman is currently a Professor of Insurance at the Carlson School of Management and an AARP-IRS Tax Counselor. Previously, he served as the Deputy Commissioner and Acting Chief Counsel for the Pennsylvania Insurance Department and as an insurance and risk management consultant to corporations and government entities. He has also served as a Firefighter for the City of Maple Grove. Mr. Whitman is a member of the Minnesota Insurance Guarantee Board, Minnesota State Bar Association, and Hennepin County Bar Association. He holds a PhD from the University of Wisconsin–Madison and a J.D. from the University of Minnesota. Mr. Whitman replaces Martha Eaves and will serve a term effective June 16, 2020 and expiring May 5, 2023.

Suyapa Miranda – St. Paul, MN

Ms. Miranda is reappointed to the MNsure Board as a member representing individual consumers eligible for public health care program coverage. Ms. Miranda currently serves as the Director of Operation at New Native Theatre. Previously, Ms. Miranda served as an Executive Director for Saint Anthony Park Community Council, where she developed an equity committee that implemented a framework for policies, projects, and issues to ensure they are rooted in equitable solutions. Ms. Miranda has served on the board of directors for several other Minnesota non-profits and organizations, including the Metropolitan Council Transportation Advisory Board, the Minnesota Council on Latino Affairs, and Southern Minnesota Regional Legal Services. Ms. Miranda also served as the Vice President for the Alliance for Metropolitan Stability. Ms. Miranda earned a B.A. in Modern and Classical Languages from University of St. Thomas and a Masters in Advocacy and Political Leadership from Metropolitan State University. She will serve a term effective June 16, 2020 and expiring May 5, 2024.

David Fisher – Minneapolis, MN

Mr. Fisher is appointed to the MNsure Board as a member representing health policy issues related to the small group and individual markets. Mr. Fisher currently serves as an Adjunct Professor of Law at the University of Minnesota Law School and the University of St. Thomas School of Law, where he teaches contracts and interest-based negotiations. Previously, Mr. Fisher was Of Counsel at Larkin Hoffman. He has served on the board of directors of several organizations, including Project for Pride in Living, Growth and Justice, and Senior Community Services. He has also served as a member and vice chair on the Metropolitan Council and as Commissioner of the Minnesota Department of Administration under Governor Ventura. Mr. Fisher replaces Kathy Sheran and will serve a term effective June 16, 2020 and expiring May 5, 2023.
