The Environmental Quality Board (EQB) oversees the environmental review program for the state of Minnesota. The EQB's environmental review duties are directed by Minn. Stat. 116D.04. Environmental review is conducted by a Responsible Governmental Unit (RGU) such as a county, city or state agency. The requirements for environmental review are based on the nature, size, and location of the proposed project, and are described in Minn. Rules 4410.

EQB Monitor - A weekly publication announcing environmental review documents, public comment periods and other actions of the Environmental Quality Board. 

Guidance for Practitioners and Proposers - The guides are designed to help practitioners and proposers implement environmental review processes more effectively and efficiently. Please note that the information is provided as a resource and it is important to know that the Environmental Quality Board (EQB) has no jurisdiction over local government planning and community development. The primary role of the EQB is to advise organizations on the proper procedures for environmental review and to monitor the effectiveness of the process in general. 

Guidance for Citizens - Citizens can participate in the environmental review process in a number of ways, including commenting on the environmental impacts of projects or petitioning for environmental review of a project. The guidance documents are meant to help guide citizen participation in the environmental review process but they are not a substitute for Minn. Rules 4410
