A water appropriation permit is required to appropriate or use waters of the state (ground water or surface water) except for the following: domestic use by 25 persons or less and appropriations which do not exceed 10,000 gallons per day and totaling no more than one million gallons per year.

Non-Irrigation Water Appropriation Permit Application

General permit notification form for certain temporary appropriations for construction dewatering, landscaping and hydrostatic testing projects involving less than 50 million gallons.

Apply for Water Appropriation permits on the MN DNR website, MPARS (MN DNR Permitting and Reporting System)

MPARS is the easiest and most convenient method for most people to apply for water appropriation permits. If it is not possible for you to apply online, paper application forms may be downloaded by clicking the links below. Please note that the use of paper forms may not offer the efficiency or speed of the MPARS online process, and may result in the need for more follow-up with DNR staff to obtain needed information.

After-the-fact application fee - $300

Annual water use reporting fee - based on the amount of water used. See fee rates at Water use fee rates


Period of Issuance:

Ongoing unless specified, but subject to submittal of an annual report of water use and DNR review.


Length of Determination: Varies, dependent on the completeness of application, nearby water-dependent resources of concern, and complexity of proposal. (Local units of government have 30 day review period.)
