Minnesota Statute (Minn. Stat. § 299F.850) requires that all cigarettes sold in Minnesota be certified by the state and meet the requirements of the Fire Standard Compliant (FSC) cigarette program.

Certifications are valid for three years from the date the certification was submitted. Manufacturers must re-certify each brand style of cigarette, and pay a $250 certification fee, every three years.
