Minnesota law requires that all cigarettes sold in the state meet fire safety performance standards and be certified by the State Fire Marshal (SFM) division. Under Minn. Stat. § 299F.850–859, cigarette manufacturers must certify that each cigarette brand style complies with Minnesota’s Fire Standard Compliant (FSC) requirements before it may be sold in Minnesota.

Certifications are valid for three years from the date the certification was submitted. Manufacturers must re-certify each brand style of cigarette, and pay a $250 certification fee, every three years.
Length of Determination:
1-2 weeks from the time the application is received.
