Fireworks licensing and permitting
The State Fire Marshal is responsible for fireworks licensing and permitting in Minnesota.
The information below is for fireworks operators as well as city and county officials.
The sale, possession and use of certain non-explosive and non-aerial consumer fireworks is permitted in Minnesota.
For city and county officials

Minnesota statute requires facility operators to apply for an indoor fireworks display permit with us at least 15 days in in advance of the date of any performance, show or event. The statute also allows us to delegate that authority to local fire chiefs.
Cities with authority to issue indoor fireworks display permits
The following cities have been delegated the authority to issue indoor fireworks display permits for performances, shows or events occurring in their communities:
Alexandria, Bemidji, Blaine, Bloomington, Brooklyn Park, Chanhassen, Duluth, Eagan, Edina, Golden Valley, Hastings, Inver Grove Heights, Mankato, Minneapolis, North St. Paul, Plymouth, Rochester, Roseville, Shakopee, St. Paul, White Bear Lake, Willmar.

Once an application for a permit has been approved, we will inspect the facility to determine its suitability for the conduct of an indoor pyrotechnics display. Check out these inspection guidelines.
The American Pyrotechnics Association has developed a Proximate Pyrotechnics Checklist for use by pyro technicians when planning for and conducting a proximate audience display. While we have not adopted this checklist for required usage, you can use it as guidance.
Public Fireworks Display Permit Application
Required attachments
The following attachments must be included with this application:
1. Proof of a bond or certificate of insurance in amount of at least $1.5 million minimum for indoor displays,
2. A diagram of the ground at which the display will be held. This diagram (drawn to scale or with dimensions included) must show the point at which the fireworks are to be discharged; the location of ground pieces; the location of all buildings, highways, streets, communication lines and other possible overhead obstructions; and the lines behind which the audience will be restrained.
3. Names and ages of all assistants that will be participating in the display.
